A Delicate Balance
HPS experienced similar challenges first hand in the 1990's version of health reform, working with state and industry constituencies to create health purchasing alliances within State and Federal system and policy constraints. While the results in the industry were mixed, some alliances continued to operate and the lessons learned have led to policy and implementation changes within PPACA to help avoid the pitfalls of prior models for Health Insurance Exchanges.
Most states have begun developing tactical plans for launching Health Insurance Exchanges by 2014.
